East west air links

I have often wondered why many people that live outside the main centres have not been more vocal about the lack of services providing connections other than the main city's of Auckland Wellington and Christchurch. Before you jump in and say the population supports the air services there are places overseas where this works on a small scale and they still make a profit.
I am talking about a type of Airborne linear Taxi or shuttle where planes call and pick up and drop off passengers along a non fixed route similar to a shuttle collecting passengers along the way with shared ride and cost.
In a previous life I worked and lived on an island in PNG and the local airline had fixed runs and as well the air taxi operated to smaller airstrips providing connections and access to places that otherwise would be impossible to get to given roads where not really formed or maintained. how it worked was we would send a message to the operator requesting a booking and on the radio the next morning the chief pilot would announce the approximate time and passenger pick up it worked well. Not to dissimilar to the current intercity booking services we have now.
The regional areas I have been thinking of are currently not served by Air NZ or J star and would form a rough diamond shape of links. Starting with a home base lets say Hamilton - Taupo- Gisborne -Hastings- Whanganui-New Plymouth others could be added if passenger numbers warrant but given running costs are higher for smaller planes this could make it difficult. Places like Rotorua is a hot tourist destination and may be a goer.
I am surmising the plane would be smaller say 9 seated with ability to configure to a medical patient transfer or kombi cargo/Passenger type operation.
So I am putting this out there let see what your thoughts are.
